PayPal Payments Pro customers may need change gateways or account types to process credit cards.

If you have seen this error when a customer tries to submit payment on the credit card form through PayPal Payments Pro, then you will need to do one of the following to continue processing credit cards:

Sign up for PayPal Payflow Pro.
- This has been reported as a fix, and you may need to speak with your PayPal representative to accomplish this.
- You may not need to upgrade your store to use PayPal Payflow if it shows as a payment option under PAYMETNS >> ADD NEW PAYMENT OPTIONS

Upgrade to PayPal Commerce Platform.
- If you have ProductCart v5.2.1 or v5.4.1 then you can upgrade to the newest PayPal API integration called PayPal Commerce Platform.

Change Gateways.
- ProductCart recommends and fully integrates with Authorize.net and Stripe Payments. However, Stripe may not be available for merchants using ProductCart 5.3 and older.
- PayPal Express is also be a viable payment option, but it won't take credit cards and customer will need a PayPal account.
What is Known About this Error from PayPal
At the time of writing this article, nothing has been posted directly from PayPal about this error. However, PayPal has made clear two things which lead us to believe Payments Pro will no longer accept website credit card payments as is.
1. Existing Users of Payments Pro Need to Upgrade
PayPal says in this article dated on September 19, 2024, that Payments Pro users will need to upgrade to PayPal's Advanced Debit and Credit solution. 2. PayPal Payments Pro is a Legacy Service
PayPal has announced Payments Pro is legacy, and they are limiting support to their legacy services and recommending merchants to switch to newer and fully supported services they offer.
Due to the above, it's best to look to newer supported versions of PayPal, or, different Gateway Integrations to continue taking credit card payments online without interruption.
